Last night, Sector 12 of Arcadia Dome erupted into unrest. What began as a peaceful protest outside the water distribution nexus escalated into riots. Crowds—estimated at over three thousand—demanded immediate reversal of the proposed allotment reductions and full disclosure of the classified resource projections leaked last year. Barricades were erected. Distribution pipes were tampered with. Security forces were forced to intervene with non-lethal measures to restore order and prevent a catastrophic breach of the outer seals.

There were injuries. Twenty-seven citizens hospitalized, four security personnel with serious trauma. One section of the sector promenade remains pressurized but offline pending structural repairs.

This cannot happen again.

The Colonial Council convened at dawn and has voted unanimously to enact immediate measures. Effective this sol, birth permits are strictly capped at two per family unit, regardless of prior approvals or in-progress pregnancies. Applications for third or subsequent children will be denied without exception. Enforcement will be handled through registry databases, medical oversight, and habitat access controls. Attempts to circumvent—through falsified records, unauthorized procedures, or relocation between domes—will result in severe penalties, including family separation and reassignment.

I know this strikes at the heart of what many of us came to Mars to build: large families, a booming future, the triumph of life over a lifeless world. I have three children myself. I stood in those birthing wards and felt the same joy you did. But sentiment cannot override arithmetic.

The red world forgives no excess. We have pushed its limits—pushed them further than anyone on Earth ever believed possible—and now it is pushing back. Polar yields continue to disappoint. Hydroponic expansions lag behind population curves. Every new mouth to feed is a draw on systems already stretched to breaking. If we do not act decisively now, the riots of Sector 12 will seem trivial compared to what awaits us in a few short years: widespread shortages, blackouts, famine.

This is not punishment. This is preservation. Sustainability over unchecked growth. Order over chaos.

Security patrols will increase in all major domes. Curfews are in effect from 2200 to 0500 local habitat time until further notice. Report any planned gatherings to your sector overseer. Continue your work shifts. Tend your assigned plots. Teach your existing children the values that brought us this far.

We will emerge from this stronger, leaner, ready for the next phase of Martian civilization. The Council is exploring incentives for compliance—expanded habitat allotments for smaller families, priority access to new Hellas developments, educational scholarships.
